Opal is a bustling metropolis of over 20,000 people – about ⅓ Horde and ⅔ Human and Halfling. Grabzon the Hobgoblin rules the city, and under his command are his own Hobgoblin legion (Grabzon’s Legion), several Ogres, and a battalion of Red Tusk Orcs. Bugbears are widely used as scouts within his forces, while a warband of gnolls (the Boarfeather Band) is technically under his command but often does its own thing, living outside the city in the hills nearby. A few Humans and Halflings have been allowed to openly wear weapons and armor as members of the Opal Militia for peacekeeping, though they are of course subservient to the Conquering Horde members.
The city is divided into four districts: the old Noble district (now the Horde district), the Mercantile Proper (mostly commercial, though many merchants live within the district), the Maze (previously a lower-class area, it now holds almost all of the non-Horde inhabitants) and the Bureaucrat's Drawer (administrative buildings and facilities for the entire Greenlands). An additional area, which used to be known as the Divinity, used to hold a variety of temples and mages' schools. It was razed by the Horde ten years ago and walled off; it's said that spirits haunt the district and the Horde only sends its people in during daylight hours.
Many shops of all sorts can be found, though anything used for warfare is only open to Horde races. Stores in the slums might look the other way at non-Horde purchases, but higher-end shops are widely known to be well guarded and magically warded.
